Due to the unforeseen and tragic events unfolding in the Northern Parts of Japan and Libya, the USPS has issued this statement.
Japan
Due to the massive earthquake that occurred in Japan March 12 that has affected mail delivery in the northern areas of the country — including the cities of Sapporo and Sendai — the Japan Postal Service Co., Ltd. is declaring a force majeure. All inbound and outbound mail flows addressed in the following area have been affected. The offices of exchange are still operational but will not deliver mail from or to in many areas of the country, including Hokkaido, Aomori, Akita, Iwate, Miyagi, Yamagata, Fukushima and Ibaraki. Postal delays also may occur in other areas due to diverted flights and worsening domestic traffic situations. Japan Post Service Co., Ltd. will keep designated operators informed of the situation.
Libya
Effective immediately, all U.S. Postal Service locations cannot accept any mail addressed to recipients in Libya. This suspension affects Global Express Guaranteed® (GXG®), Express Mail International®, Priority Mail International®, First-Class Mail International®, International Priority Airmail™ (IPA®), International Surface Air Lift® (ISAL®), and M-Bag items. Mail addressed to Libya that has already been accepted by the Postal Service — other than items already at an International Service Center — will be returned. Upon request, the Postal Service will refund postage and fees on items returned due to the temporary suspension of service. Items already at an International Service Center may be returned or held for dispatch in accordance with USPS policy once service is restored.
